Factors Influencing the Development of the Night-Time Economy: Constructing and Validating a Measurement Scale in Ho Chi Minh City, Vietnam

The night-time economy (NTE) plays a crucial role in urban development, employment generation, and economic growth, particularly in rapidly expanding cities such as Ho Chi Minh City (HCM City). Although Decision No. 1129/QD-TTg (2020) formally mandated NTE development across Vietnamese cities, no validated measurement instrument has been established to assess its key determinants, guide municipal resource allocation, or evaluate policy outcomes at the city level. This study develops and validates a multidimensional scale for measuring factors influencing NTE development in HCM City through a sequential exploratory mixed-methods approach integrating qualitative and quantitative analyses. The findings identify six key factors: governance and institutions, urban infrastructure, community awareness, security and safety, diversity of night-time products and services, and digital technology, among which security and product diversity show the strongest influence. This study delivers the first localized NTE measurement scale in HCM City, reinforcing the theory of planned behavior and institutional theory. It provides policymakers and businesses with actionable insights to enhance security, diversify services, improve infrastructure, raise community awareness, strengthen governance and institutions, and promote digitalization for the sustainable advancement of NTE in HCM City.
